Purge valve on intake manifold

Hi guys, another posting question. I have a hard starting and running question. When I have to start my outfit, 1993 Explorer on the asphalt on 93 degree plus heat days...probably 140 degrees, I get a good start when I loosen the gas cap....woosh. I was told on a call to Ford that this is an ongoing issue on these cars of that period. That it is an issue with a purge valve located sitting on the intake manifold. Would that be true? Is the the problem....and the location of the issue or would it be closer to the fuel tank. I did have a new fuel pump put in not long after this started as I was told that my pressure was not holding. This a year ago or so. Thanks for your help on locating this issue man. I've also noted that my gas mileage is low, say 10 or 11 mi to the gallon. 150,000 miles on the unit and well cared for by the little old lady I got it from.
