Side steps were removed. How do I cover the holes?

Ok so I removed the side steps from my '00 Eddie and now I have all the holes showing from the clips and bolts. I was wondering how one would go about covering those holes up. It's my daily driver and I'm very, I mean less than $200 to my name with bills coming in, tight on money. So I wanted something that won't break the bank and that looks good.
I will upload pics when I get home, so you know exactly what I'm asking.

The best advice I can give is to just use enough touch foam to fill the holes well, do it in warm weather, shake the can very well, try to dispense foam and not liquid, and, let it cure for at least 24 hours before shaving and sanding
