Starter grinding badly,,Engine wont start

OK so my 91 explorer 4.0,The starter started grinding recently also a little of a rough idle.Well now all it does when i try to start it is grind loudly so I took off the starter and there was a deep grind indention on the tip of the housing in front of the starter wheel.So I took it back and got a brand new one.I installed it correctly and am still having the same problem.Loud grinding noise and its grinding the housing on this one too.The flywheel teeth dont really look bad to be not broken just barely grazed,Is the flywheel the problem???
P.S. I had this strarter tested 3 time to ensure it is engaging and good.

Hey there, check to make sure you have the correct starter, as they are different for 4wd and 2wd (one extends the bendix out further than the other i believe) Hope that helps!
