Tune without programmer?

Hey all, I was curious if there is any way to make adjustments and potentially "tune" my 14' explorer sport without having to spend $300-$500 on a programmer... I am aware that buying a programmer and tune is the safest option, was just wondering if there are any alternatives.

Access to a ford scanner can get you "police mode" which is mainly transmission control changes. Other than that you have to pony up for power.

Possibly, its an option through ford IDS I know.
