I had a similar problem with my 95 explorer xlt... Driver window would cycle going up and a relay underneath the dash just above the gas paddle (relay module) would also cycle. The problem is in the GEM module. One of the capacitor gone bad. Replacing the GEM fixed my problem. Make sure the correct p/n for your vechicle when replacing the GEM module. Module is located on the left side of your radio console.
