    Maybe a dumb question, did you ask the previous owner if he still has the OEM exhaust? Is the truck tuned? Maybe you need to de-tune it (go back to stock) or re-tune it before you take off the actual exhaust.

    I would check the starter ground or the starter load. With heavy rain I would guess the bottom of the engine bay and the parts near the grille would get wet.

    On the highway I get at least 24 mpgs (as much as 27) with my 13 XLT, stock rims, 33 psi. I try to drive at speed limit, not over. If you look at the rpms you shouldn't go past 2k at 6th gear, anything above 2k your mpg will drop exponentially. I also replace spark plugs with OEM ones well...

    If it´s an new or remanufactured PCM you most likely will need to flash the PCM at the dealer or at a shop that has the Ford software. If you took the PCM from another truck you need to program your Vin#. I´m no sure if you can do that with Forscan. Either options won´t have your keys programed...

    I´ve seen that some tuners (as far as I know) recommend that you hook up a baterry charger while flashing the PCM to avoid a voltage drop and have this sort of problems. Check that out.

    I would try something, unplug the EGR electrical connector, clear the codes and drive the truck. If all the problems are from the EGR you would only get the EGR code and everything else should resolve, that´s my theory.

    I just saw an amazon review with the Motorcraft RTV peeled off, in this case is a Loctite SI 5900. I don´t know if that is what they always use but comparing that Loctite with the Permatex Ultra Black, the Permatex resists 100 F more, so it is better. Thanks!
