OBD Not Ready for Smog Check

Thanks for the input. Yes, the horn works. The PCM (keep alive) fuse is not blown. It also has 12V on both sides of the fuse when the key is out. I pulled each and every fuse and checked them out. They are all good. Thanks for the picture. I have a 98 explorer XLT. So, the fuse lay out is not...

OBD Not Ready for Smog Check

I checked the pins as you specified and verified that pin 25, 51, 77 and 103 have continuity to ground. Pin 24 and 76 do not have connectors and hence do not have any contact to be measured.

First of all, thanks very much for providing the help. I used the 1998 Ford Explorer User Manual, and checked fuse 19 (PCM power diode) in the fuse box on driver side dash board, and also fuse 10 (PCM power relay) in the fuse box under the hood. They both are good. There is a PCM Power Relay...

OBD Not Ready for Smog Check

My 1998 explorer OBD shows 5 monitors not ready (incomplete) for smog check. However, if the vehicle is driven to a state that the monitors are ready, turning the engine off will cause them to go incomplete again. To keep them ready for smog, I have to keep the engine running. What kind of...
