Thanks for the input. Yes, the horn works. The PCM (keep alive) fuse is not blown. It also has 12V on both sides of the fuse when the key is out. I pulled each and every fuse and checked them out. I checked the pins as you specified and verified that pin 25, 51, 77 and 103 have continuity to ground. Pin 24 and 76 do not have connectors and hence do not have any contact to be measured.- cerritos

How funny that I searched the word PCM and not "Powertrain Control Module" that I missed fuse #6. This time, I not only visually inspected fuse #6, but also used a multi-meter to measure it. I used the 1998 Ford Explorer User Manual, and checked fuse 19 (PCM power diode) in the fuse box on driver side dash board, and also fuse 10 (PCM power relay) in the fuse box under the hood.
