That was exactly it. I pulled the connectors off the MFS and it rained the little gray tabs the clip the wires into the connector. Both the larger tabs that hold the connector and MFS together were cracked and fell right off as well.
Hot glue gun did the trick.

2002 Ford Explorer Sport Trac
Brake lights do not come on - Cab mounted brake light does come on.
Replaced brake light bulbs and checked fuses - good to go.
Google-fooed and found the the brake lights work with the steering...
