Could be the Timing Cover gasket. Its what the water pump attaches too.

So it looks like this. Maybe it was a 5 Speed Manual. or the cluster was swaped out for one. This is a 5 Speed cluster

Im from Montreal the Road Salt state :) They always rust in those spots. If you dont plan on fixing the rust this year you can at least prevent it from getting worst. Take a old paint brush and some Grease or better yet Vaseline and paint it over the rust. until you get a chance to repair it...
