    Your multifunction switch is bad. It is a common problem on Explorers. Mine buzzes at me when I use the turn signal and I have yet to replace it because it hasn't went up in smoke yet and I am cheap.:D Search for multifunction switch and you'll come up with simular posts and answers.

    Strange Whining noise

    First off, if your mechanic is trying to diagnose a problem simply by throwing parts at it, then it's time for a new mechanic. They will run you in the poor house doing that. I don't take my car to a mechanic for them to simply replace parts and see if the noise goes away. I can do that.

    Check, both upper and lower ball joints. I had a low speed shutter when turning and I replaced the ball joints and no more shudder.

    Cupping tires is a common problem with our trucks. If you have any type of aggressive AT tread, the tires will cup when the alignment is out of wack just slightly or due to worn ball joints etc... I would first try rotating the front tires to the rear and see if the noise changes location...

    On a rubber gasket, you might have over tightened the bolts. I did this once on a truck I owned. Over tightening can definitely cause them to leak.
