    According to Ford Explorer Pivot. HINGE. Bracket - 9F9Z7460592B | Lakeland Ford Online Parts, Lakeland FL the same part is used for both with and without power fold. This would explain the 4 studs with nuts sticking up out of the floor.. each bracket requires two.

    You are in luck. Ford has a customer satisfaction program for this very issue: https://www.tsbsearch.com/Ford/21N01 It is a failing cooling fan relay they will replace for free as long as the car isn't 10 years old and the odometer isn't over 150,000 miles.
