Not a sophisticated troubleshooting response, but I'd do whatever you can to rule-out the Crankshaft Position Sensor. My 1999 behaved the same way you describe, and a new $25 CPS solved everything. Just sayin'...

Thanks for getting back with me. I removed the fabric from the shade, used a razor to get the corners, and got off all the dried foam and glue with a stiff brush. It actually looks fine with no covering, so I believe that is a wrap for this challenge.

Check wiring in any particular place? I've confirmed all the wires & plugs to the GEM look good and undisturbed (stock radio, no rust or corrosion around the module). What other wiring could be suspect?
