That's a modification of the horn ring to the siren control box. The horn sound from the remote would be a BCM command. Nothing to do with the wiring from the steering wheel or horn ring.

Sounds like the horn ring is disconnected or still attached to a bypass.

That's the 12volt I'm talking about. One will plug in the back of the front plug. If you want to power all of them in the console, you'll need to make a custom harness.

Remove the metal baseplate. Save the bolts. Remove the center cross bar under the climate controls, you'll never make it fit with that in the way. None of the plugs will directly hook up to the civilian harness, you'll need to make your own. One of the 12volt plugs will plug into the front plug...

Not all PIU's come with Sync. That's the point of all of this.

Which instructions have you been using?

As Peter stated, check by VIN. There's at least 2 different types for the PIU, depending on if you have the Whelen headlight package for the wig-wags or not, among other things.
