    i have this problem too but one one of the fuses in the power distribution box keeps poping so i think it is a ground issue. just cant find diagram of body wiring for a 1998 explorer xlt.

    keypad and fob not working I have same issue tried to unplug the connectors at rear panel .still not working.what 5 connectors where unplugged?
