the ECT returned 4.73Volts.
whic is "around 5 volts?"

I would grab a Chilton and check the range requirement for the ECT. Some parts have a Max requirement of 5 volts. It may be that the ECT is a minimum of 5 volts. I don't know right off but I would definitely check value ranges
