1995 starting issue

I have a 1995 Explorer 4.0 with about 150K on it, and have been having a starting problem mainly the first try every day. Turn the key and can hear the fuel pump but the engine won't turnover, and sometimes the door locks activate. I can usually get it started after turning the key 8 - 10 times. It then runs fine and re-starts throughout the day aren't a problem. I have replaced the ignition switch, checked the battery charge and cleaned the terminals.

I have a feeling it's something electrical but don't know where to look next. Any ideas would really be appreciated.

Check the starter & the starter relay on the inner fender wall.
