1998 Explorer won't start after winter storage

I left my explorer sit over winter and now with a new battery it won't start. The battery was removed and it was totally winterized. The engine turns over so I tried quick start to see if there is spark but nothing. One thing I noticed was that the theft light comes on when trying to start it. I tried both keys, keyless entry works. Any ideas out there? I checked the fuel shut off switch and it's ok.
 






PATS is not allowing your vehicle to start. You must disable it first. Somebody else that has done this before chime in.
 






Theft light blinking? That is PATS kicking in. If its solid that is fine.

If it is just solid, hook up a scanner and check your RPM PID while cranking - That will check your CPS for you. No cps, no spark. Check to ensure the Ignition coil connections are corrosion free.

---- You can't actually disable PATS without reprogramming the ECM as far as I know.
