2000 bumper on a 98?

Hi,
I want to be able to put a 99-2000 bumper on my 98 explorer and was wondering if this is all I need, or can I use my existing reinforcement bar?

you need the complete bumper, not just the skin, get one from a wrecker, it'll be cheaper n easier.. 2 bolts either side...

There is 2 bolts on each side that are 19mm. The fog lights are also differen so you would need them too. Then on top of that there is a small harness that gose from the body wiring to the fog bulb. You will need that as well. Since the newer fogs take different bulbs.
