2000 Expedition brake problem

I need any ideas you guys might have to help my nephew. On a recent trip someone pulled in front of him and he had to slam on the brakes. Now the peddle doesn't want to return all the time and he has been having to pull it back up with his foot. He said it's like the master cylinder is sucking it down. Please any ideas would be greatly appreciated, need to help him out before he is hurt in an accident. Thanks in advance guys.
