2002 Sport Trac Engine Misfire?

Hi guys. I have a 2002 Explorer Sport Trac. It seems there's a disconnect between the gas pedal and the engine because when I turn on the car and step on the gas, the engine doesn't rev up. Is this what's called a misfire? Also what should I do to diagnose and fix this problem? I'm kind of new to Explorer problems so any advice is appreciated, especially advice that is detailed and simple to follow since I'm a newb. Thanks a lot guys.

Are you sure that you are not experiencing the governor that limits engine revs to 3K in neutral.
