2003 Explorer Crank Issue

My Explorer will crank but I have to flood it to get it to crank. Any Ideas. We know it isn't the fuel pump, just put a new one on. Could it be the in line fuel filter attached to the body?

Are you saying it takes a lot of cranking to start?

If so, turn the key to run (not start) and back off. Do this three or so times.

Each time the fuel pump should prime.
Then see if it starts “normal.”
