2003 Sport Hose Hanging from top of spare tire

I noticed my 2003 2 door sport had a hose hanging behind the rear axle. Upon investigation I found the other end of the hose was taped to the frame crossover behind the rear axle right above the front of the rear tire - and nothing was connected to that end either. I assume this is something related to the vent for the fuel system - but I have no clue where to look to reconnect this. Should there be something at the other end - above the frame crossover?

Rear axle vent hose. Mount open end high as possible leaving enough slack for axle travel.
