2003 - What is this thing???

I have a 2003 Eddie Bauer. I noticed under the hood, on top of the intake, is a thing that looks like insulation wrapped in visqueen. What is this?

Visqueen is a clear thick plastic like covering. I'm guessing the thing is some sort of heat shield or noise absorber.

Never seen a 2003 under the hood.

For you who don't know what it is.... Visqueen is commonly used as a vapor barrier between insulation and dry wall on houses. It has millions of uses and you can buy it almost anywhere in different thicknesses measured in mils.
