2003 XLT Brake Problems

I brought my 2003 XLT with 18k on it in for some warranty work. While I was there I had the oil changed, tires rotated and brakes inspected. The service writer told me that I needed pads on both front and back. I wasn't expecting to need back breaks yet with only 18k on it. The dealer quoted me a price of over 400 so I decided to bring it to my regular mechanic to have the breaks done. He called and told me that all the rotors need to be replaced also. The fronts are already 1/100th of an inch under the minimum thickness (strange since I have never had any brake work done) and the back are completely rusted on the back side and chunks are starting to brake off. Has anybody else had issues like this? I called the dealer I took it to and he wasn't sure if they inspected the rotors or not. I am bringing it to another dealer tomorrow. I am going to fight them on the whole issue of substandard parts being used and see if they will cover it under the warranty.
 






Unless you do a hell of a lot of stop and go driving, and like to brake hard to stops, there is no way both front and rear should be shot at 18K. I do alot of hiway driving and got almost 60K from my first set of pads. Second set from Ford only lasted ~ 20K, and just got done replacing the third set along with the original rotors @ 120K (front) and 130K (rear).
