2008 Eddie Bauer ECM Problem

I have problems. My Explorer has 95,000 miles. Dealership has had it for 5 months now. They had to wait for a ford authorized ECM. When they received it they couldn't program it. They have now received the second ECM. Should I be asking certain questions. Does the ECM have to be reprogramed on the car or can it be programed on a bench. What about getting a ECM from a place like Napa, O'Reillies, etc if the Ford Part is bad again. I can't be without a car. Is there anywhere I can research this online?
 






Each PCM should be programmed on the car specific only using Ford rotunda tool or equal aftermarket one.

There is an a special pairing procedure for the PCM ,TCM ,ABS,ICM and SJB( see workshop manual).

Once the PCM is good in any condition ,new or reman ,no matter where you get it from ,orelly ,ebay or other

Orchid Isle Ford in Hilo Hawaii just said the the ford authorized rebuilt ecm I got from a Michigan Ford Dealership wouldn't take the program. Just yesterday after 5 weeks I got the second ecm from the Michigan dealership. Its now in the hands of the Hilo Dealership. I just hoping it will work. Unbelievable its been so many months without a car now.
