2008 sport trac power steering

My 2008 sport trac has a power steering problem. Upon first starting vehicle, power steering does not work. After turning the steering wheel a few times, it frees up. No problems as of yet while driving. The reservoir stays full (no leaking). We replaced the power steering pump with no success. Anyone have suggestions? It has 133,000 miles.

remove the rubber boot from the inner tie rod and check if there is a leak, i have a friend who needed a change of inner and outer tie rods when i disassemble it power steering fluid came out of the boots huge leak from the rack and pinion but with the boot on you don't notice it maybe there's your problem hope it helps!
