92 explorer 2wd clutch problems. please help

1992 Ford Explorer 2WD
So me and my buddy are in the process of putting my transmission back on. The bell housing bolts are in, and the aft end is being held by straps, cross member hasn't been put back on yet. But while the truck is like this, I've noticed the clutch pedal is rock solid, won't shift into a gear. Is it because the trans isn't in the position its supposed to be. The flywheel and clutch plate are on correctly. If anyone has experienced this problem any I putis more than helpful. I'd like to know if its nothing really nothing, like the trans being too low before I take the trans back off.

Sorry for asking an obvious question, but did you connect the hydraulic line for the clutch?

If you did, it would sound to me like maybe the slave cylinder is seized.
