92 explorer will not turn over

My vehicle ran fine until i let it run out of gas. Now it will not start.I filled it up half a tank then I swapped the fuel filter out and the fuel that leaked from the line was black. Do i need to swap out the fuel pump and flush the tank and line? Im out of ideas here, some help would be apreciated.

Before I replaced the fuel pump, I'd put a fuel pressure gauge on it and see if it is generating any pressure. Can you hear the pump kick on when you first turn the key on?

Im not sure i can here the relay kick on when i turn the ignition. Ive had it start a couple times then die almost instantly.
