i was cruising the explorerexpress.com website and i read the following: "95-00 2-door Sports with single leaf spring suspension do not require blocks at the rear. These vehicles can be lowered by changing the location of the stock spacer plates." does anyone know what they are talking about. has anyone tried this method?

Go out and look at your expo's leaf springs. See the spacer plates sitting under the spring, between the axle and the shock mount plate? Just take off the shock mount plate (4 bolts). this will allow the axle to be separated from the springs, then unbolt the spring spacers, and put them on top of the spring between the spring and axle. then bolt it up.

Thats it? does the overall height of the spacers determine the overall drop of the rear?

yes, the hight of the spacer will be the drop.
