Would this be interchangeable with 98 XLT SOHC ? Would it interface with a stock air cleaner ?

Yes it would work with the 98. Only difference is your plug only has 4 pins and this is a 6 pin MAF which includes the air intake temp inside the sensor (your 98 has a temp sensor in the tube).
