99 Explorer Shift Delay going into gear not while driving

Ok so like the subject says when the car is in park and i shift to reverse/drive.. It'll take like a three second lag, but while driving the shifting seems fine, same if i go from drive to reverse or park, there's a delay, No idea whats causing this, bad transmission? I'm clueless so any ideas will be much appreciated
 






It's the valve body, my truck did the same thing when I first got it, then it slowly developed the 2-3 flare, which I just got used to, and will tease the pedal so it wouldn't flare. so not a bad trans, just a worn out valve body with a possibly bad gasket as well.
 






So does the whole Valve Body need to be changed or just that gasket that's most likely bad..?
