99explorer cruise control

hi. purchased a 99 explorer cruise is not working guy i purchased from replaced switches. my question is he said horn was not working and put a remote horn button was not sure if that was needed to complete circuit for the cruise to work? i found a link that showed how to test hold off button and just turn key to power i get the light to come on but after i release off button and test other buttons i get nothing ? any thought greatly appreciated. thanks

Not sure I understand your question, so I will paraphrase:
You bought a 99 Explorer in which the cruise control isn't working. The previous owner said he replaced the switches. He also added a separate horn button. You are asking if that added button was needed to complete the cruise control circuit.
You tried to follow the cruise control test procedure by pushing the OFF button and turning the power key. The CC light turned on, but after you released the OFF button and pressed the others, nothing happened.

Is my understanding correct?
Also, what is the buttons configuration: just cruise control, or also Temp, Fan, and Radio? (higher trim, like EB or Limited have those). And is the horn working? Is the added horn button on the steering wheel?
 












Has the airbag ever deployed? That takes out the horn and cruise control. The wiring for the cruise, horn and airbag are tied together. An intact airbag needs to be in place, even if it doesn't work, for the horn to work. The horn contacts are under the airbag, and you actually push the airbag down to honk the horn. No intact airbag, no horn.
