Compressors are meant to start / stop depending on the pressure in the AC system, its not always on.
I assume you're not getting cold air from the vents?
- There are a couple ports on the systems, used for charging the system new gas... black caps on them. Remove a cap, it should be similar to a tire valve inside (maybe a ball check valve type). Get something small, and quickly depress the valve, and see if you get a loud burst of gas.. if you do.. that's good for now.. if you don't there is a leak somewhere.
Check the pulley on the compressor, between the pulley and the compressor is it oily? has any oil been flicked onto the bottom of your hood by the turning pulley? That was the source of my recent leak. I got a used compressor for $30, 3 cans of gas later and I was cool again.
Welcome to this forum! I've moved your thread into the A/C & heater section. Connect a manifold gauge set, and take pressure readings on the high & low sides.
