Have a 98 Explorer whose vent blow extremely weak. The temps here hit 100 degrees and the A/C works, but the air flow from the vents are extremely weak. You have to have your hands almost against the vent to feel the cold air. Therefore, the vehicle doesn't get cool. Is this a blower issue? It's on high, but feels like its on VERY VERY low. Thanks for your replies.

Has the blower motor ever been replaced? That would be my best guess.

try taking the motor apart, clean the bearings out really well with rubbing alcohol (or brake cleaner even) then grease them up good and put it back together, be sure to torque the two bolts evenly (and not too tightly) it should spin nice and freely with you're fingers.

the old grease over time drys out and gets sticky and almost becomes like a glue, so you have to clean it all out and replace it. that should do the trick. (or else get a new motor) if it's been parked under a trees a lot, might check to make sure the heatercore (or ac box) isn't clogged up with leaves too.. i had that happen once on an old truck

Just a shot in the dark. Vacuum system on the ventilation controls is not opening the flaps going to the dash vents? Just because I've seen this before on other cars.

I would agree with jseabolt Explorers use a vacuum resv. system in the pass side fender well that is known to fail. With the ac on ck the def. vent to see if cold are is coming out. If so the vac. canister prob. has a leak I by-passed mine. If the blower isn't making much noise on high it prob. isn't working and needs to be replaced.
