My 94 abs brakes try to engage the anti lock feature even on dry ground. I recently changed the rotors and pads which did not help. Also, it seems to affect my brake lights, they don't work most of the time, I have changed the brake light switch. Also, the cruise control will not shut off if you apply the brakes. The brakes seem a little spongy. Please help.

The problem is going to be somewhere in the electrical system. Make sure the wireing harness to the brake switch has not been damaged. Also check all the fuses in the brake light curcit. The ABS is setting due to the sensors picking up a signal that the vehicle is slowing down, yet it is not reciving a signal from the brake light switch telling it that you are braking.

I am having a similar problem with my Cruise control. If I apply the brakes with cruise on, the cc will coast and as soon as I let off, it speeds back up. Also, I redid my rear brakes just before and I do not have rear ABS at all anymore. It was working befor I did the brakes. I also installed stainless lines, but, did not notice any damage I may have caused.
