Another interesting Cruise/Horn battle

1997 Explorer.
After checking all fuses and relays I am still stumped on my cruise control/horn problem. I have investigated into the stearing collum and noticed on the right set of switches(rsm,cst, and set/accl) that the second pin which grounds out with a ring terminal on the on/off switch side is missing. Cut short. I have bridged it no prevail. I have attempted to run the Self-Test Diagnostics and the first flash indicates that the speed control has entered diagnostic mode, but I get no reacting after this.(the speed cntrl light doesnt light after dpressing each of the switches. ie. on, rsm etc...
I have searched through some of the other threads for this case, so I have tried as much as possible before rethreading. I have a picture of the right switch set split wire if neccisary. THanks!!!

That pin is not used. Anyways, does your horn work??? (the title is "misleading")???

have you had the cruse recall done? if so it shouldnt work, right now, ford is back ordered on the jumper harness for the recall. check the switch on the end of the master cyl to see if its leaking, if so go to ford for the recall.
ive seen those switches go bad and the cruse stop working, but if the horn and the cruse dont work id bet the clockspring (the only thing the 2 have related) unless you have 2 seperate issues
 












removed the battery tray, i dont see anything that physically resembles a horn... but there is something that resembles one of the round circler horns i have seen before no outlet for sound to come out????????? There is what looks like a big circler nob on top and farely desent size air lines comming from the bottom. Its a two wire harness going into it, orange and green I believe and in the same harness is a single slide on connection single black wire.. is this it?? No leaks at the master cylinder.... And any reason why the self diagnostic wouldnt be working??

I'd second that guess. If both cruise and horn are out, it points to a good possibility that the clockspring is shot.
 






you did replace the horn relay fuse and not just "eye" it right?
 






Replacing my horn relay in the power distribution box solved my non-working cruise and horn... (thanks fatcat) :)
