Best Measuring Point

When doing a TT, where is the best place to measure to? I've done a few searches and it sounds like some are measuring from the ground to their fenders - is that correct or is it better to measure to a point on the suspension?

the best place i have heard is the top of the wheel opening

Fenders are good. Just make sure you are on level ground measuring at the same spot. I mean, pick a spot on the top of the wheel well and make sure you measure that point everytime. Good Luck
