Is there a special tool to hook these on the tab inside the drum. They come off relatively easy but Ive tried everything from needlenose to a screwdriver to brute force but nothing has worked.

There should be a nut or something on the parking brake cable, that you can loosen the tension. Like kinda make the cable longer, once you do that it should go on fairly easily. Then after it's on, adjust it back.

Do you mean you're doing a brake job and need to re-hook the parking cable on the parking lever, or do you mean you hare replacing the parking cable entirely and need to get it secured on the axle backing plate?

For a std brake job I just grip the metal end of the cable, Pull it hard and bend it @ a right angle which will create a gap between the spring and end of the cable. I then work the parking lever over this gap..
