"Buzzing," and hard turning

I have a 1994 X while driving I get a buzzing noise from the front end, then when I go to stop, it sounds like the 4x4 engages/disengages, even though it is in 2 wheel drive. Then when I go to turn around, it's very hard to turn, like the tires are not turning, like they are "shucking" and the steering wheel is hard to turn. Any ideas?
 






I once got a buzzing noise when my Autohubs didn't want to fully disengage. Coiuld be they just have too much grease in them, or maybe they are bad.

The hard turning could be related, though it really shouldn't be if the transfer case is disengaging. A part time 4WD system should drive normally in 2H with the hubs locked. Are you certain the t-case is disengaging?
