Yes it will fail. Any CEL will cause a fail. Usually, if the inspector is courteous enough, they will let you know this before they run the inspection. I know you use to be able to just clear the code and get it inspected. However, I have heard some talk about the inspector having to check how many cycles the engine has gone through since the code was cleared. I am not 100% sure on that last part. Can you run the code yourself? If not take it to Autozone they will run the code for you.
I'd be game, but the Explorer will be coming back from Colorado that weekend after playing up there for a week.
