Cheap performance chip upgrade

Has anyone tried one of these "cheap" upgrades? (See link)

I just pulled this off of EBay it was the first one that came up. If it would actually work, it would be great!

I saw a video on youtube with a couple guys from Australia that tested those "ebay tuners" and they didn't do anything for the car. All that was inside it was a computer chip and an LED light, but there was no evidence that the chip did anything other than control the LED.
