Chrome Wheel Skin Removal?

I recently started feeling a little bit of a shimmy between 70-80mph so while I was at the local tire shop to get a plug I told them to balance the rims for me. My 06 has the 18" plastic chrome wheels. Not long after I bought it used I noticed on a couple of the wheels it looked like the previous owner tried to pry the "hubcaps" off...ANYWAYS, the tire guys said they couldn't get a true balance with the corrosion that's built up between the cover and the rim. When he taps it with a mallet dust and chunks fall out. Well I don't have the money to get a new set of wheels and tires, so I was thinking maybe if I could get these covers off, I could sand and powdercoat them black. What do you think about this? How hard is it going to be to get these covers off? I'm having trouble picturing the wheels as black too, can anyone photoshop a pic? My Ex is black on black with tinted windows. IDEAS Anyone??

the chorme plastic is glued to the rim, the glue might be a pita to remove.
