Coolant not drawing from recovery tank

Does not run hot or rough but after stopping engine I can hear bubbling in tank my radiator has a cap have tried 13psi and 16psi caps, after engine cools the coolant is not returning to raditor?
 






Either the hose leading to the expansion tank is clogged (try blowing through it) or you have a leak in the radiator. If the leak is high up in the tank end, the radiator will suck air through the leak rather than pulling coolant from the expansion tank. The system must be sealed in order for it to work properly.

If there's pressure in the radiator the next day, you might have a blown head gasket leaking exhaust into the cooling system.
