I believe www.explorerexpress.com had a cowl hood available for a while. Not sure if they still have it though, as from past experience, jsut because it is on their site doesn't mean they have it.
As for rollapns, there is nothing available as a direct fir for your 98 sport. There is a steel rollpan available for the 91-97 explorers from http://www.candospecialties.com/ but it would require a little bending to work and because you have flares, it would either require removal of the flares leaving many holes to fill, or modfication of the rear flares to look somewhat decent and flow into the new body lines.
The best way in my opinion is to make your own bolt on rollpan using fiberglass. It would require a lot of time and some learning if you haven't worked with fiberglass before.
