Cruise control at 25mph?

Does anyone else get their cruise control to work at 25mph? Mine has done that for a few years. I've actually never known it to not work at 25.
Does the cc read speed straight from the speedo or the drive shaft?
I know that my speedo cable needs to be replaced cause its consistantly 5-10mph out. I'm just wondering that if I replace my speedo cable will I lose my ablity to cruise at 25. I live in a small town where the cops are nazi-like about doing the 25 mph limit down main street. I enjoy that I can lock it in and not worry about it. I usually just use my Garmin for my speedo. But Im worried that my odo isn't recording the actual mileage properly.
 






I'm pretty sure the CC uses gets its speed from the sensor in the rear axle. Unplug it and find out.
 






Not sure were C/C gets it's info. from. But my 93X lowest setting is 25 mph. Also my speedometer is off by 3 mph. It tells me I'm going faster than I am. For example when the speedo says 25 mph actual speed is 22 mph likewise when speedo says 60 mph actual 57 mph. Don't know what that is about but it's in my favor except it probably has a lot more mile than it says.
