closing out the thread.
Just so there are no loose ends and someone uses this thread to help identify their issue. I did fix this issue.
What i ended up doing was replacing my whole sending unit, but with the new sending unit my problems came back. That told me that my ground was fouled further along the wire harness. So i spliced a second ground into the ground coming out of the sending unit and put it to the frame. I did leave the original ground intact because i did not know if there was another system that used the same ground wire. also this allowed my fuel gauge to work.
Shortly after this fix my eec? Or ecc? Relay blew but i replaced that and have had no issues since.
