Diagnostic Help - Rubbing on Corners

My 2002 was bought used and always seems to rub around corners (with a vibration) escpecially at low speeds. It's not as noticeable turning at higher speeds and driving in a straight line is fine. The tires do not seem to be rubbing the wheel well and the traction control module has been replaced. The first mechanic told me i had to replace all rotors, pads and shocks. The second mechanic told me that the original owner had the pads replaced but not the rotors to pass the safety. Feels like a stuck caliper to me but then i would've thought it would be a continuous vibration. I've read about bearings being a problem but don't know what that would feel like. Anyone have any ideas.
 






Probably bearings, but check out the ball joints, bushings, and the rest of your suspension parts for wear.
