Different type of no start problem

My 91 wants to crank excessively before strarting. Fuel pump is new, pressure is fine, also there is no excessive bleed-off of the pressure, as it will hold for over an hour (maybe more, I got tired of waiting) Put a timing light on one of the plug wires and noticed that it wouldn't start firing until about 15 seconds of cranking. As soon as the light lit, it started. It will also fire as if it is out of time(it doesn't do this all the time) it will kick back, then fire-up and run. Could it be the crank sensor, the coil, or the module?
 






First thing I would do, I think is run the KOEO test in particular, looking for ignition codes (CM 14, 18, etc). EEC-IV isn't perfect at finding an reporting faults, but, if you do get ignition codes, then you can be reasonably confident that the fault is in the portion that is monitored by the EEC-IV computer. Other things to check:
1) Power and ground to ICM
2) Power to CKP and CKP continuity.
