Does my Explorer have the wrong bumper or am I missing trim pieces?

There's no wheel lip moldings on an XLS to my knowledge, XLT, Eddie n Limited versions yes.
 






That is a standard package xls.

XLS had the argent grey textured but not painted bumpers, non painted grille, small rub strip on each door instead of lower cladding, no wheel lip moudlings, vinyl and cloth seats, fog lights optional, rear tint optional.
 






Probably depends on the year, but yours looks like an XLS or XL and those didn't have wheel opening moldings.

I had a 2002 XLT that had the side cladding and wheel moldings, my 2004 XLT does not have them.
 






Not all XLS’s had plain wheel wells, unless that changed in later 3rd Gens. I have a 2002 XLS with raw plastic wheel well trim & bumpers, no side cladding.
