Door Lock Actuator Troubleshooting

I'm trying to chase down why my driver and passenger side door locks are not working. I have taken the panel off and tried to measure the power going to the actuator.

I got 5.2 volts on one wire but nothing on the other. They were both tested locking and unlocking. What voltage are the wire supposed to see?

Yes only the front doors and i could have sworn when i bought the truck the passenger side worked but the drivers didnt.

Im definitely not seeing 12 volts on either side of the connector.
